Note Verbale

The Ministry of Foreign Affairs of the Republic of Hungary presents its compliments to the Ministry of Foreign Affairs of the Republic of Latvia and has the honour to welcome the Note Verbal No. 43/1936-2415 dated on 18. March 2002 of the highly esteemed Ministry concerning the amendment of the Agreement between the Government of the Republic of Hungary and the Government of the Republic of Latvia on Mutual Abolition of Visa Requirements signed on 7 August 1992. in Riga.

The Government of the Republic of Hungary agrees with the amendment of the above mentioned Agreement which would be in line with the European, Hungarian and Latvian practice concerning the settlement of the time of the residence, and it would be very favourable for the citizens of the Republic of Hungary as well as for citizens of the Republic of Latvia. According to our experience there is a need also to amend the Article 3 of the Agreement, because it must be underscored that those persons who stay in the territory of the other country for more than 90 days are also required to possess an entry visa.

The Ministry of Foreign Affairs of the Republic of Hungary has the honour to forward the following proposal to the Latvian Party. In case of agreement of the Government of the Republic of Latvia with the proposals, the present Note Verbal of the Hungarian Party and the replying Note Verbal of the Ministry of Foreign Affairs of the Republic of Latvia would constitute an Agreement between the Governments of the two countries.

According to the above the Agreement will be amended as follows:

 

 

Agreement

on the amendment of the Agreement

on the Mutual Abolition of Visa Requirements

between the Government of the Republic of Hungary

and the Government of the Republic of Latvia,

signed on 7 August 1992. in Riga

The Agreement on the Mutual Abolition of Visa Requirements between the Government of the Republic of Hungary and the Government of the Republic of Latvia, signed on 7 August 1992. in Riga will be amended as follows:

Article 1 would be amended as follows:

"Article 1

Nationals of the Republic of Hungary who are holders of a valid passport may enter the territory of the Republic of Latvia without a visa at the border-crossing points designed for international traffic, may stay there without a separate permit for a total of not more than 90 days during a six months period, and leave the country.

Nationals of the Republic of Latvia who are holder of a valid passport may enter the territory of the Republic of Hungary without a visa at the border-crossing points designed for international traffic, may stay there without a separate permit for a total of not more than 90 days during a six months period from their first entrance, and leave the country."

Article 3 will be amended as follows:

"Article 3

Nationals of one Contracting Party who wish to enter the territory of the other Contracting Party for the purpose of a stay of a period exceeding that determined in the Article 1 of this Agreement, or for the purpose of paid employment or other gainful activity or permanent settlement shall be in possession of an appropriate permit and visa issued by the Contracting Party."

3. This Agreement shall enter into force for an indefinite time on the 30th day following the receipt of the reply Note of the same content of the Latvian Party, and shall become invalid together with the Agreement, signed on 7 August 1992. in Riga.

The Ministry of Foreign Affairs of the Republic of Hungary avails itself of this opportunity to renew to the Ministry of Foreign Affairs of the Republic of Latvia the assurances of its highest consideration.

The Ministry of Foreign Affairs of the Republic of Latvia presents its compliments to the Embassy of the Republic of Hungary and has the honour to state the receipt of the latter's Note No.95/Le/2002, dated on the 15th of May 2002, which reads as follows:

"The Ministry of Foreign Affairs of the Republic of Hungary presents its compliments to the Ministry of Foreign Affairs of the Republic of Latvia and has the honour to welcome the Note Verbal No.43/1936-2415 dated on 18.March 2002 of the highly esteemed Ministry concerning the amendment of the Agreement between the Government of the Republic of Hungary and the Government of the Republic of Latvia on Mutual Abolition of Visa Requirements signed on 7 August 1992, in Riga.

The Ministry of Foreign Affairs of the Republic of Latvia has the honour to state, that the Government of the Republic of Latvia agrees with the proposal of the Hungarian Party. Therefore, the Note Verbal No. 95/Le/2002 of the Embassy of the Republic of Hungary, dated on the 15th of May 2002, and the present replay Note constitute an Agreement between the Government of the Republic of Latvia and the Government of the Republic of Hungary on the Amendment of the Agreement between the Government of the Republic of Latvia and the Government of the Republic of Hungary on the Mutual Abolition of Visa, signed on the 7th of August, 1992 in Rīga, which will enter into force for an indefinite period of time on the 30th day following the receipt of the present reply Note by the Hungarian Party, and shall become invalid together with the Agreement between the Government of the Republic of Latvia and the Government of the Republic of Hungary on the Mutual Abolition of Visa, signed on the 7th of August, 1992 in Rīga.

The Ministry of Foreign Affairs of the Republic of Latvia kindly requests the Embassy of the Republic of Hungary to notify the date of the entry into force of the present Agreement between the Government of the Republic of Latvia and the Government of the Republic of Hungary on the Amendment of the Agreement between the Government of the Republic of Latvia and the Government of the Republic of Hungary on the Mutual Abolition of Visa.

The Ministry of Foreign Affairs of the Republic of Latvia avails itself of this opportunity to renew to the Embassy of the Republic of Hungary the assurances of its highest consideration.
