The Saeima1 has adopted and On the Diplomatic PassportSection 1. A diplomatic passport confirms that the person presenting it is an official representative of the Republic of Latvia in other countries. The diplomatic passport shall be issued to citizens of the Republic of Latvia, and it shall be the property of the Republic of Latvia. Section 2. Diplomatic passports shall be issued and their accounting shall be performed by the Ministry of Foreign Affairs of the Republic of Latvia. [26 February 2009] Section 3. (1) A diplomatic passport shall be issued to: 1) the President; 2) members of the Saeima; 3) the Prime Minister, Ministers and Parliamentary Secretaries; 4) the persons who have been authorised by the Saeima or the President to represent the Republic of Latvia in foreign countries; 5) the persons who have been authorised by the Cabinet to represent the government of Latvia in foreign countries; 6) the persons in diplomatic and consular service; 7) the spouse of the person in diplomatic and consular service and dependent children, if they are staying with the person in diplomatic and consular service who is carrying out service in foreign countries for an unspecified period of time; 8) the persons who have the right to represent the Republic of Latvia in foreign countries in accordance with the law; 9) the members of the European Parliament elected in the Republic of Latvia; 10) the Commissioner of the European Union nominated by the Republic of Latvia and approved by the European Parliament; 11) the spouse of the person referred to in Clauses 9 and 10 of this Section and dependent children, if they are staying with the respective person who is fulfilling official duties in foreign countries; 12) the diplomats under the supervision of the Ministry of Foreign Affairs, who have been approved, in the interests of diplomatic and consular service, for work in international organisations and their institutions, of which the Republic of Latvia is a Member State; 13) the spouse of the President, the Chairperson of the Saeima, the Prime Minister and the Minister for Foreign Affairs, if it is necessary for the participation of the abovementioned persons in State or official visits; 14) judges of the Constitutional Court and the Chief Justice of the Supreme Court. (2) Based on a justified necessity, the diplomatic passport may be issued to judges of international court or transnational court who have been brought forward for the office by the Republic of Latvia, for the term of their office, as well as to their spouses and dependent children, if they are staying with the respective person who is carrying out the duties of the office in foreign countries. A person to whom a diplomatic passport has been issued, must hand it over for keeping to the Ministry of Foreign Affairs of the Republic of Latvia within 30 days from the moment when the legal grounds for using the diplomatic passport have ceased to be in effect. Persons who do not hand over the diplomatic passport for keeping shall be held liable in accordance with procedures laid down in the law. Section 5. If a diplomatic passport has been lost, stolen or destroyed, the Ministry of Foreign Affairs of the Republic of Latvia shall be notified thereof without delay, but in foreign countries - the diplomatic or consular representation of Latvia. [26 February 2009] Section 6. A diplomatic passport shall contain text in Latvian, English and French. [26 February 2009] A sample diplomatic passport, the procedures for its issuance and handing over, the terms of validity, as well as the information to be additionally included in the diplomatic passport in order to improve its protection against forgery, to expand its functionality and to facilitate its use, shall be determined by the Cabinet. [30 March 2006; 26 February 2009] Transitional ProvisionWith the coming into force of this Law, the law On the Diplomatic Passport of 27 November 1991 (Latvijas Republikas Augstākas Padomes un Valdības Ziņotājs, 1991, No. 49/50) is repealed. This Law shall come into force on the day following its proclamation. This Law has been adopted by the Saeima on 28 April 1994. President G.
