The Saeima1 has adopted and On the Status of a Participant of the Barricades of 1991Section 1. A person shall obtain the status of a participant of the Barricades of 1991 and be entitled to receive a certificate certifying the status of a participant of the Barricades if: 1) in conformity with the provisions of the Law on State Honours and the law On the Commemorative Medal for Participants of the Barricades of 1991, he or she has received a State honour "Commemorative Medal for Participants of the Barricades of 1991"; 2) he or she has received the Certificate of Appreciation for participation in the Barricades in January and August 1991 which has been presented thereto by the board of the Commemorative Medal for Participants of the Barricades of 1991 on the basis of the by-laws thereof; 3) he or she has received the Certificate of Appreciation for participation in the Barricades in January and August 1991 which has been presented thereto by a bestowal commission established by the Association of Participants of the Barricades of 1991 and the by-laws of which have been approved by the board of the Association of Participants of the Barricades of 1991. Section 2. (1) The certificate certifying the status of a participant of the Barricades shall be issued to the person who has received the honour referred to in Section 1, Clause 1, 2, or 3 of this Law by the Association of Participants of the Barricades of 1991 within a month after receipt of the submission of the relevant person. (2) The Cabinet shall determine a sample of the certificate certifying the status of a participant of the Barricades of 1991, the procedures for issuing the certificate, and the procedures for registering the certificates issued. Section 3. Expenditures which are related to the making, issuing, and recording of the certificates certifying the status of a participant of the Barricades shall be covered from the State budget. Section 4. A local government is entitled, within the scope of the competence specified in laws and its budget, to provide for social guarantees in the binding regulations to the persons who have obtained the status of a participant of the Barricades of 1991, to grant immovable property tax exemptions, and also reliefs in relation to payment of fees or receipt of services of the local government. Transitional ProvisionThe Ministry of Defence shall draft and the Cabinet shall, by 31 December 2017, issue the regulations provided for in Section 2, Paragraph two of this Law. The Law shall come into force on 1 January 2018. The Law has been adopted by the Saeima on 22 June 2017. President R.
