Regulations Regarding Border Crossing Points and Checks to be Performed ThereinRefinement - L.V., 2 November, No. 173. Issued pursuant to 1. This Regulation prescribes: 1.1. border crossing points; 1.2. border crossing points in which border check, customs control, veterinary or phytosanitary control, control of food safety or of safety of non-food products, quality and classification control and radiometric control shall be performed, as well as the period of time for the performance of these checks; and 1.3. border crossing points in which the external borders are crossed based on the special procedures for the crossing of external borders specified in the agreement of the Republic of Latvia and the neighbouring country (hereinafter - local border traffic). 2. The following border crossing points shall be created on motorways: 2.1. at the state border with the Russian Federation; 2.1.1. Grebņeva; 2.1.2. Pededze; 2.1.3. Terehova; and 2.1.4. Vientuļi; 2.2. at the state border with the Republic of Byelorussia: 2.2.1. Pāternieki; and 2.2.2. Silene. 3. The following border crossing points shall be created on railways: 3.1. at the state border with the Russian Federation; 3.1.1. Kārsava; 3.1.2. Zilupe; 3.1.3. Rēzekne goods station (only in relation to goods to be moved by freight train); 3.1.4. the luggage section of the Riga Railway Passenger Station (only in relation to goods to be moved by the luggage wagon of a passenger train); 3.2. at the state border with the Republic of Byelorussia: 3.2.1. Indra; 3.2.2. Daugavpils goods station (only in relation to goods to be moved by freight train); and 3.2.3. the luggage section of the Riga Railway Passenger Station (only in relation to goods to be moved in the luggage wagon of a passenger train); 4. The following border crossing points shall be created in ports: 4.1. Engure; 4.2. Lielupe; 4.3. Liepāja; 4.4. Mērsrags; 4.5. Pāvilosta; 4.6. Rīga; 4.7. Roja; 4.8. Salacgrīva; 4.9. Skulte; and 4.10. Ventspils. 5. The following border crossing points shall be created in airports and airfields: 5.1. Daugavpils; 5.2. Liepāja; 5.3. Rīga; 5.4. Ventspils; and 5.5. Tukums. 6. A border crossing point shall be created in the post office for postal consignments from third countries - a place for the exchange of international postal consignments of state stock company "Latvijas Pasts" [Latvia Post] (hereinafter - Latvijas Pasts). 7. The following border crossing points shall be created for local border traffic: 7.1. at the state border with the Russian Federation; 7.1.1. Aizgārša; 7.1.2. Bērziņi; and 7.1.3. Punduri; 7.2. at the state border with the Republic of Byelorussia: 7.2.1. Kaplava; 7.2.2. Meikšāni; 7.2.3. Piedruja; and 7.2.4. Vorzova. 8. The border crossing points in which border checks and radiometric control are performed and the period of time for the performance thereof are indicated in Annex 1 to this Regulation. 9. The period of time for the performance of checks at the border crossing point which is open for local border traffic shall be determined in accordance with the international agreements. 10. The border crossing points in which customs control is performed and the period of time for the performance thereof are indicated in Annex 2 to this Regulation. 11. The border crossing points in which veterinary or phytosanitary control, control of food safety or of safety of non-food products, quality and classification control and the period of time for the performance thereof are indicated in Annex 3 to this Regulation. 12. The owner or operator of a railway, airport or airfield and the administration of Latvijas Pasts shall inform the competent authorities situated in the relevant railway, airport, airfield or post office border crossing point without delay, about the planned arrival of the land transport, aircraft and rail transport to a railway station, airport or airfield which crosses the external border, as well as the receipt of postal consignments in the post office (in the place for exchange of international postal consignments of Latvijas Pasts) which are being imported from third countries. 13. At a border crossing point where there is no permanently situated structural unit (post) of a competent authority, checks shall be performed following the receipt of the information referred to in Paragraph 12 of this Regulation and the co-ordination of the period of time for the performance of the check. 14. Cabinet Regulation No. 246 of 2 July 1996 "Regulations Regarding the Determination of State Border Crossing Points and the Location of Border Crossing Points at the State Borders of the Republic of Latvia" (Latvijas Vestnesis, 1996, No.117, 225; 1997, No. 342/346; 1999, No. 400/403, 440; 2000, No. 133/135, 244/246, 307/309, 360/362, 370/372, 466/469; 2001, No. 48, 89, 108, 147; 2002, No. 26; 2003, No. 78, 118, 167; 2004, No. 69, 160; 2005, No. 20, 111, 147; 2006, No.17; 2007, No.66, 101; 2008, No.100; 2009, No.129), shall be repealed. 15. The border check and customs control at the border crossing point referred to in Sub-paragraphs 4.1 and 5.5 of this Regulation shall be performed following the arrangement and equipping thereof in accordance with the regulatory enactments regarding the technical resources required for the border check and customs control, and following the ensuring of the competent authorities with places or premises which are equipped with the necessary communications suitable for the performance of checks. Annex 1 Border Crossing Points in which Border Checks and Radiometric Control are Performed and the Period of Time for Their Performance
1 In accordance with the regulatory enactments regarding the application of tax exemptions, it is permitted to cross the state border with personal belongings and goods, to which an exemption from customs duty is applicable. 2 Closed for a period of time from the side of the neighbouring country. 3 Following the receipt of information from the airport administration, the airfield owner or operator and the co-ordination of the time for border check. 4 Following the receipt of information from a commercial shipping company, the ship owner, the master, the authorised shipping agent thereof or, if it is a recreational ship, from the yacht club at which the relevant ship docks, and the co-ordination of the time for border check. Annex 2 Border Crossing Points in which Customs Control is Performed and the Period of Time for its Performance

Annex 3 Control Points in which Veterinary or Phytosanitary Control, Control of Food Safety or of Safety of Non-Food Products, Quality and Classification Control is Performed, and the Period of Time for its Performance
Notes. 1 Ungulates: bovine animals, pigs, sheep, goats, wild and domestic odd-toed ungulates. 2 Other animals (including animals of zoological garden and domestic (household) birds), except domestic (household) animals which are imported for non-commercial purposes. 3 The control shall be performed in accordance with Commission Regulation (EC) No.639/2003 of 9 April 2003 laying down detailed rules pursuant to Council Regulation (EC) No 1254/1999 as regards requirements for the granting of export refunds related to the welfare of live bovine animals during transport. 4 The control point is approved for the specified freight transit of food products of animal origin which are being imported to or exported from Russia in accordance with the procedures specified by the regulatory enactments of the European Union. 5 Pre-packaged products only. 6 Following the receipt of information from the owner of the freight (or the authorised person thereof) and the co-ordination of the time for control.
