ANNEX A

HQ NRDC-UK

MANNING ORGANISATION

PRINCIPLES

a. The HQ is open to the participation of all NATO members if they so choose, during peacetime, crisis and operations even if they do not have forces affiliated.

b. The Plenary proposes, inter alia, degree of multinationality, joining of new members and changes in the Table of positions in accordance with this MOU.

c. Changes in the organic structure are to be approved by the Plenary.

d. The Manning Table shows the total number of posts authorised by the Participants on a permanent basis. The Essential Augmentee Nucleus (EAN) are posts common to both the Operational and Crises Establishments. The EAN enables the HQ NRDC-UK to provide full capability across all staff branches on a 24 hour / 7 day week basis without further augmentation for up to a 6 month period for the majority of Crisis Response Operations (CRO)3. EAN posts are flagged to nations to provide an assurance of sustainability on operations, which is not dependent on the SOR process. Whether a nation is requested to provide an EAN post holder for an operational deployment will depend on the nature of the mission. However, an operation which requires the full deployment of the HQ NRDC-UK is likely to require the majority of EAN post holders. EAN post holders should normally train with HQ NRDC-UK once per year.

APPENDICES

Appendix 1: HQ NRDC-UK Organisation.

Appendix 2: Approved Manning Table (Permanent posts and EAN).

3 A high intensity combat operation involving HQ ARRC in the command of 4 divisions and up to 20 combat support and combat service support formations will require HQ ARRC to be augmented by its full OE.

ANNEX B

ANNEX D

CHARGES FOR ACCOMMODATION, MESSING, EDUCATION, MEDICAL AND OTHER FACILITIES

1. The following principles will apply in setting the rates of reimbursement for accommodation, education of school children and medical/dental services/facilities:

a. Married Accommodation: The rates of reimbursement for service housing (including Substitute Services Families Accommodation (SSFA)) will be at the entitled rates for UK service personnel. These costs include the cost of rental from the private sector, the maintenance and repair of accommodation and the provision of local services and facilities. Participants' personnel will be required to engage with the local utility providers for gas, electricity and telephone but not for water or sewage charges (which are already included in the accommodation charge), and will be responsible for settling their own bills. However, if the Participant chooses not to use the Framework Nation provided accommodation the Framework Nation will at the request of the Participant, provide general advice and assistance on how to procure suitable accommodation from the private sector. In this case the Participant will meet the full cost of rental and any associated expenses.

b. Single Accommodation and Messing: The rates of reimbursement for single accommodation (including Substitute Services Single Accommodation (SSSA)) will be at the entitled rates for UK service personnel. In addition the Mess Committee may set 'extra messing' charges and other subscription rates, to cover such items as entertainment and maintenance (napkins, newspapers etc).

c. Messing: The rates for all personnel not resident in the Mess concerned will be at the standard rate applicable to personnel of the Framework Nation. The Mess Committee may set other subscriptions.

d. National Support Elements: The charges will be based on the actual cost to the Framework Nation of providing, maintaining and operating the accommodation.

e. Education. Dependant children of Participant nation personnel are entitled to admission to the UK maintained school appropriate to their age and domestic location at no charge.

f. Medical and Dental Dependants of Participant nation personnel are permitted access to UK National Health Service (NHS) medical and dental care to a standard not less than UK civilians and service personnel. Dependants will be charged for prescription drugs and NHS dental care at the point of delivery. There will be no charge for primary health care.

8.4. Izskatot katru gadījumu atsevišķi, pieteikums NATO kopīgai finansēšanai var tikt iesniegts ar atbilstošu NATO finanšu komiteju Stratēģisko Pavēlniecību (SC) to izskatīšanai saskaņā ar pieteikuma iesniegšanas brīdī spēkā esošajām politikas jomām un noteikumiem.

a. ar uzdevumu saistītas pieaugošās Štāba darbības un uzturēšanas izmaksas, kas rodas saistībā ar īpašu NMAs noteiktu izvietošanu;

b. izmaksas, kas rodas saistībā ar neplānotām operācijām, kuras virza augstāks NATO štābs;

c. ar misiju saistītas koordinēšanas, plānošanas, mācību un izvietošanas izmaksas, kas saistītas ar HQ NRDC-UK uzdevumiem noteiktā Misijā;

c. rodas saistībā ar strīdu izšķiršanu saskaņā ar 8.11. pantu;

a. vienas personas vai laulāto izmitināšana;

b. pieeja uzturēšanai un amatpersonu un iekļautajiem klubiem tādā pašā kārtībā, kāda ir atļauta Vadošās valsts personālam;

c. medicīnas un zobārsta standarta pakalpojumi, nepārsniedzot to, ko Vadošā valsts piedāvā savam personālam un to likumīgajiem apgādājamajiem. Traumas gadījumā HQ NRDC-UK personālam tiek sniegta pirmā palīdzība un pēc Dalībnieku pieprasījuma tiek nodrošinātas standarta medicīnas pārbaudes un vakcinācija pirms un pēc izvietošanas;

d. valsts izglītība apgādājamo bērniem atbilstoši tādam pašam standartam, kādu nodrošina Vadošā valsts sava personāla bērniem.

Ja HQ NRDC-UK uzskata, ka izmaksas var būtiski atšķirties no sākotnējiem aprēķiniem, SRC iespējams iesniegt pārstrādātu aprēķinu tā apstiprināšanai. Pēc tam HQ NRDC-UK izveido papildu rēķinu saskaņā ar attiecīgo Dalībnieka iemaksāto daļu pārstrādātajā budžetā. Komandieris apņemas:

a. noteikt banku vai bankas, kurās tiks glabāti līdzekļi. Izvēloties banku vai bankas, mērķis ir nodrošināt vislabākos apstākļus nepieciešamajiem pakalpojumiem un atbilstošu noguldījumu drošību;

b. izveidot visus kontus un nodrošināt to pārvaldību;

10.1. Dalībnieku personālam un to apgādājamajiem, tostarp NSE un to apgādājamajiem, ir pieeja Vadošās valsts oficiāli paredzētajam labklājības aprīkojumam, tostarp jebkādai izvietošanas labklājības paketei, atbilstoši pieejamībai un Vadošās valsts nacionālajām prasībām un standartiem. Šie pakalpojumi ir pieejami pret atlīdzību, kuras likmi nosaka Vadošā valsts.

10.2. Papildus atkarībā no pieejamības Dalībnieku personāls un to apgādājamie, tostarp NSE un to apgādājamie, var izmantot Vadošās valsts nodrošinātās atpūtas iespējas.

A PIELIKUMS

HQ NRDC-UK

KOMPLEKTĒŠANAS ORGANIZĀCIJA

PRINCIPI

a. Štābs ir atvērts visu NATO dalībnieku dalībai, ja tie izvēlas pievienoties miera, krīzes un operāciju laikā pat tad, ja viņiem nav militāro spēku.

b. Plenārā komiteja cita starpā piedāvā pievienoties jauniem dalībniekiem starptautiskā līmenī un veikt izmaiņas Amatu tabulā saskaņā ar šo MoU.

c. Plenārā komiteja apstiprina struktūrā veiktās izmaiņas.

a. ēku infrastruktūra, to strukturālā uzturēšana, apkope, apsilde, apgaismošana un fiziskā drošība;

b. personāls un aprīkojums Komunikāciju brigādes nodibinājumā, ko pārvalda HQ NRDC-UK.

c. biroja pārvaldība, mēbeles, piederumi, biroja aprīkojums un rakstāmpiederumi HQ NRDC-UK vajadzībām, kā arī biroja pakalpojumiem un operāciju atbalstīšanas pakalpojumiem. Izvietošanai un operācijām Vadošā valsts nodrošinās piedāvājuma klāstu saskaņā ar NRDC-UK Ilgtspējības ziņojumu;

d. personāla automobiļi un citi administrācijas transportlīdzekļi HQ NRDC-UK personāla pienākumu pildīšanai, tostarp transportlīdzekļu ekspluatācijas izmaksas (50% no degvielas izmaksām, kuras tiek sadalītas Dalībnieku starpā saskaņā ar izmaksu sadales formulu C pielikumā), balstoties uz Vadošās valsts Aizsardzības ministrijas noteikumiem;

e. ārējie sakari - taktisko tīklu lauks;

f. vadības un informācijas sistēmas HQ ARRC/NRDC-UK struktūras atbalstam miera laika vietā, kas saistītas ar izvietošanu un operācijām, kas iekļautas atbilstošā NATO atlīdzības politikā;

g. ieroči un individuāls speciālais aprīkojums (piemēram, aizsargtērpi), ja to pieprasa Dalībnieki;

h. patērējamie kaujas krājumi mācībām apstākļos, kas aprakstīti 2. pantā;

i. šāds ģeogrāfiskais atbalsts HQ NRDC-UK:

1) teritorijas analīze un grafika, definēta plānošanas kapitāla nodrošināšana un kontrolēta pieeja ģeogrāfiskās kartes bibliotēkai. Tiešais ģeogrāfiskais atbalsts un kaujas mapes izdalīšana izvietošanas procesā. Bāzes iekārtu aprīkojums papildina citus nolīgumus;

C PIELIKUMS

DALĪBNIEKU IZMAKSU SADALES FORMULA

1. Dalībnieki savā starpā finansē kopējās HQ NRDC-UK darbības izmaksas, t.i., Vadošās valsts izmaksas un apstiprinātās izmaksas, kas tiek dalītas Dalībnieku starpā, saskaņā ar Dalībnieku amatpersonu miera laika personālu, kas atspoguļots A pielikumā.

g. Labklājības ērtības: ja par oficiāli nodrošinātām labklājības ērtībām tiek piemērota samaksa; Vadošajai valstij par pakalpojumu sniegšanu tiek atklātas patiesās izmaksas.
