AGREEMENT
between the Ministry of Health of the Republic of Latvia and the Ministry of Health of Ukraine on Cooperation in the Field of Health Care and Medical Science

The Ministry of Health of the Republic of Latvia and the Ministry of Health of Ukraine (hereinafter - "Contracting Parties"), desirous to promote co-operation in the field of health care and medical science on the basis of mutual benefits,

Have agreed as follow:

Article 1

The Contracting Parties shall encourage the development of co-operation in the field of health care and medical science on the basis of equality.

Article 2

The Contracting Parties shall use their best endeavours to promote for mutually beneficial cooperation in the following areas:

1. exchange of information and documentation on health subjects of common interest (primary health, environmental health, epidemiological surveillance, nutrition policy etc.);

2. exchange of information about new health technologies and innovations in the fields of health care, pharmacy, also in the sphere of traditional medicine;

3. exchange of information about general condition of public health, planning and financial systems in health sector;

4. exchange of information about pharmaceutical products, their side effects as well as their certification, control and quality assurance;

5. exchange of information concerning the implementation of international guidelines and recommendations issued by the respective international organizations members of which are Contracting Parties;

6. training of health personnel (studies, post-graduates educations, professional consultations, etc.);

7. establishing direct cooperation between medical educational institutions, centers and other related institutions;

8. collaboration to plan joint efforts in case of danger of spreading diseases;

9. encouraging development of business relations in the field of health care and medical science;

10. cooperation in other fields of health care and medical science according to the concluded mutual agreements.

Article 3

The Contracting Parties shall promote organization of educational seminars and trainings, as well as exchange of specialists of related fields of health care and medical science taking into consideration health priorities of each country.

The Contracting Parties shall exchange information on conferences, symposia and other international events in the fields of health care and medical science of their respective countries.

Article 4

The Contracting Parties shall encourage direct relations between medical educational institutions and other related institutions by promoting:

1) exchange of specialists according to the concluded mutual agreements;

2) exchange of informative materials on health care and medical science of their respective countries.

Article 5

The Contracting Parties shall facilitate the exchange of knowledge between Latvian and Ukrainian research institutions and health care establishments in the field of pharmaceutical products, new medical and pharmaceutical technologies, and new medical equipment for production of pharmaceuticals.

Article 6

All forms of cooperation set forth in this Agreement shall be implemented in accordance with the internal legislation of both States of the Contracting Parties.

Article 7

The alternations and amendments to this Agreement shall be made by mutual consent of the Contracting Parties through the protocols, which are an integral part of this Agreement and shall enter into force in accordance with the procedure, set in Article 9 of this Agreement.

Article 8

Any disputes between the Contracting Parties concerning the interpretation or application of this Agreement shall be settled through consultations and negotiations.

Article 9

This Agreement shall enter into force on the date of its signature.

This Agreement is concluded for five years and is automatically extended for another five years, if 30 days before the expiration of the Agreement any Contracting Party did not inform in writing about its intention to terminate this Agreement.

Each Contracting Party may terminate this Agreement at any time before expiration by giving notice in writing. This Agreement shall expire six months after the date such notice is received by the either Contracting Party. The advanced termination of this Agreement will not affect the durance of training programmes that were formalized during the legal effect of this Agreement.

On the date of entry into force of this Agreement, the Agreement between the Ministry of Welfare of the Republic of Latvia and the Ministry of Health of Ukraine on Cooperation in the Fields of Health Care and Medical Science, signed in Riga on 6 February 2002 shall be terminated.

Signed in Riga, on the 15 of December 2010, in two original copies in the Latvian, Ukrainian and English languages, all texts being equally authentic. In case of divergence in interpretation the English text shall prevail.
